It looks like your account is old enough to still be on a plan that doesn't really exist anymore, except for those who were grandfathered into them. I've submitted your case to Billing to resolve the account plan issue, and allow you to publish survey pages (among other things the archaic plan wasn't updated to have access to). Typically Billing is able to respond to these cases within 1-2 business days, depending on their case and call queues. They'll notify you once the account plan is updated.
If you need quicker resolution, I'd advise calling Billing directly.
