At this time there isn't a way for site visitors to submit files for upload. That said, you could setup a mailto: button that allows contacts to email an address with the images you want them to submit, or invite them to upload images to an open Google Drive, though the latter option may be less secure.
You may also want to reach out to Website Builder's support to see if they have any additional workarounds or ideas to accomplish what you're wanting to do.
