You could potentially import them again through various means, but they would:
not be added to any lists
not count towards your active, billable contact total
not be available to send emails to (including quicksends and other targeted resend types)
Contacts remain unsubscribed from your account until they explicitly resubscribe. Legally speaking, this also extends outside of our system. Make sure to check out our main article on unsubscribed contacts if you're wanting some additional info on the particulars with this permission type.
