Does the PDF itself look fuzzy, or does the image we automatically generate from it look fuzzy? PDFs that are much, much bigger than the 650px default width of the email, or bigger than the standard compressed image size may result in some general fuzziness, due to the sheer amount of compression needed.
If the actual PDF itself is appearing fuzzy after uploading to our system, you may need to host it elsewhere, or see if the program you created it in can compress it better.
