I'm trying to add a new user to my account and every time I put in their email address I get this message, "This email address is in use by another user. Please enter a different email address." This user has never been a campaign creator before and is not listed anywhere but in my contact lists.

That message actually means that that existing email address is in use as the primary username for another Constant Contact account entirely. They would need to either log into their existing account and update the username to something else, or you would need to use a different email address for that user.
