I'm having issue with changing over ownership on our account. The previous owner tried to work through the process last night and it still will not allow me to take over the ownership.

Make sure they've reset the MFA preference for the login credentials (username, password) they've set for you. Otherwise, if you have access to the main email address used for the account owner login, then you can also reset the MFA preference from the login page.
If this isn't related to the MFA setup, could you at all elaborate on what you're having issues with in regards to taking over ownership?
