Email Not Sending To Entire List

Can someone help me? For some reason when I sent our email this morning it was only sent to people when we have close to subscribers...

Based on your reporting, today's email went out to your full list of contacts. You should see this reflected in the email's reporting page.

It took 25 mins but it did finally send to everyone.
