I'm seeing the new email address show up under new subscribers.
But when I'm reviewing the lists I have setup I'm unable to find the new email address.
I'm wondering if new users signing up aren't being sent emails as I can't find them in any of the lists

You can click an individual contact to view what lists it's currently a part of. Does changing the sorting of the Date Added column when viewing a particular list show the newly added contacts?
Is your website's form setup to add the contacts to any particular lists? If it's a signup form made through us, you should've been required to select at least one list before it could be activated.
