When I go into my account to delete an old user email and I hover over the three dots which should open up the option for deleting that user, a prohibition sign opens up and I am not able to option the option for deleting.

Is the verified address being used as the From or Reply-to address on any draft emails? Is it being used as the account's main address or its billing address? If so, it'll need to be replaced aby another verified address before it can be removed from the account.
If you're unable to locate any other place the particular address would be in use, and it's still not allowing you to remove, we'd advise calling our general support. They'll need to confirm security permissions, and then they can remove that verified address from your account via our administrative system.
