Create automation trigger based on a custom date

I want to send out a DUES are DUE email that I have been working on for while! What the Hell is anniversary dates got to do with the time of day and WHY is this not letting me send it out on MY TERMS??? Worse it won't let me copy and start over. WAY TOO MUCH WORK into this to have some funky process make it an issue to get out IMMEDIATELY! Please call  as soon as your schedule permits. This is VERY frustrating!!!
