Regional school districts need to have a central person be allowed account manager access at multiple schools.

If you're dealing with multiple separate accounts, the central person being setup as a manager on each simply needs to make sure their username is different for each. Once they've setup their login credentials and MFA preference, they can update their username for that particular account to be different from the email used to set them up.
