So with regard to gifs and similar images, they generally have a unique URL if they're hosted on another site (such as giphy for yours). You should be able to insert the gif into your email via the insert URL method, only including the actual URL for it (https://media1.giphy.com/media/Quakn8F3TVphmkAf4G/giphy.gif).
If you're trying to insert it into a different campaign type, there should still be an insert by URL option, when using the REPLACE option for an image block placeholder. You can also try uploading your gif to the Library, and drag it into your email that way.
