How do I create a list and get an accurate count of those on my list that have emails.

Are you asking how to upload a contact list file? Any contacts that don't have info in the column you select for email address won't be uploaded. Overall, contacts can't be added to your account without an email address, since they're what determines a unique contact for sending, billing, and Compliance.
