At this time Constant Contact does not offer the ability to lock a campaign so another user in your account cannot edit or copy it. This is however a great feature request we have tracked in your account and submitted to our Product Team on your behalf.
No, any user of an account can edit campaigns. Only Account Managers and the Owner can schedule/send/publish them.
