This isn't possible, the View As Webpage element is an insert option only for text block styles. The closest you could do is inserting a text block at the very bottom of the email body.
Keep in mind that if your email is large enough to result in clipping, it may also cause the VaW link to not be visible. As a general best practice, we recommend VaW links be at the top of emails, since if a contact can't properly view the email it's better for this option to be visible right away.
