For the newer event tool, it's on the Payments tab, toward the bottom of the lefthand menu.
If your question is in reference to the retiring legacy event builder, some accounts may not have the option for Pay At The Door. If your account is affected by this issue, I'd advise creating your event in the newer builder available via the Create button.
