Using variable tags in Constant Contact email, landing page, and SMS editors

Can I link from a table of contents in Constant Contact to a topic that appears later in the same email? Thanks

Anchor links are not allowed in emails, as they're either non-compatible with the majority of major email apps, or are actively considered suspicious by these email programs' security algorithms.
