You can do this from the email campaigns' report page. Simply select the contact(s) in the specific metric (open, click, etc.) drilldown, click the Actions dropdown at the top, and select Quicksend.
If the contact was never originally sent the email to begin with, then yes you'd need to go into your Contacts screen to do their Quicksend the normal way to select what specific campaign you wish to quicksend.
