I'd advise resending the email using the Did Not Open report and Quicksend - go to the email's reporting page > Did Not Open number > select-all > Actions > Quicksend. If you're finding the contacts are still not receiving that specific email, I'd advise calling our Delivery team so they can investigate further, especially since the contacts aren't bouncing according to the reports.
