How do I tag someone I don't follow in an Instagram post?

I would like to know how I can tag someone in my post if I don’t know them personally, if I’m not their follower, or if I’m unsure of their exact profile since there are many people with the same name.

This question is particularly relevant when I want to express gratitude in a social post.
