CC not Subscribing Contacts

I am trying to import contacts that I have permission to email, but the constant contact system will not subscribe the emails to the list that I assign them to. Instead it says that the list was previously unsubscribed. This is because Constant Contact representatives imported the 60,000 + contacts and said they couldn't mark them as subscribed with that many imports. So now I am trying to import myself with fewer at a time, but now constant contact is saying they were previously unsubscribed and will not subscribe them. We have permission to email every single contact that we have and Constant Contact is hindering our business communications at this point.
