It sounds like you're asking about SMS quiet hours? We have it built in that you cannot send text messages between 8PM and 11AM ET. We cover this and more under Guidelines for using SMS marketing through Constant Contact.
If you're referring to emails, there is not a quiet hours period for scheduling or sending them.
