Updating API from V2 to V3

I have an existing API built out in V2. I know that Constant Contact is phasing this out for V3. I'd like to get my API updated to V3, but unfortunately can't seem to make heads or tails of the API documentation (I'm not a developer - original API was set up years ago before I joined current company). I'm wondering how to find/if someone can volunteer here a developer who is very familiar with the constant contact APIs and can assist with making this update. I've been authorized by my boss to pay market rate for this update.
