When I click + LIST it will open the window, but it will not allow me to add the list in the search bar, nor click ADD to add the email address.

Hi MerrilyB,
I'm not sure if you're on the newer list management experience, but it looks a bit like this (under Audience > Lists and segments):
If that's the case, you should be able to click into the list you'd like to add a contact to, then click the ... menu in the top right. The Add contacts to list option should let you add existing contacts or upload new ones right into the list:
