There is a list that was created, and a tag should have been added to all those contacts but it wasn't. Is there a way of pulling up that list and adding an existing tag to all those list members?

You can either select-all the contacts when viewing that list, and add tags to them that way. Or you can reupload the contacts file, and include the tags as a contact field column.
