Can anyone explain this? Resend to Non-Openers cannot be used on a campaign

"Resend to Non-Openers cannot be used on a campaign that has been resent to new contacts."

Does anyone know why this is necessary? It complicates life for users who have a standard welcome email that gets sent to everybody who joins our list.
