I am hoping I can create a folder so the members I send a newsletter to so they can click on a link and download the member contact directory pdf file. If I can't do this in constant contact I can pursue google drive or google sheets. But then I have to add all the members of the group to give them access.

If you host this directory as a PDF or other acceptable document file type, you could load that into your Constant Contact library, and then link to it in an email, a social post, or landing page.
