If by "user" you're referring to someone else with access to the account, then they’d already be able to copy from and create new templates in your account.
If by "user" you're referring to a customer of ours with a separate account, your options would be the following:
If you have a franchise, agency, or other business/org setup, and the other customers are part of your organization, then I'd advise checking out our Partner program. One of the perks of parent partner accounts is the ability to transfer email templates they create to their child accounts.
Another option would be using the custom code editor, then sending the finalized HTML to the other users.
Or, you'd need to call our general support and request a paid campaign transfer opp to the other account. This would need to be done for each account having the template copied over to.
