Create a segment of contacts by choosing specific criteria

I am creating a simple segment based on region, which I assigned region numbers to each contact.  But it's clearly not collecting all of them.  For example I have a bout 400 contacts identified to be in region 5 (this is a custom field).  But it only put 24 in the segment. I tried both "is" and "contains".  Both had the same result. The region field only has a single number in it.
