When creating free events, why does the payment page appear? Shouldn't this be grayed out or skipped?

You should be able to activate the event, without setting up payment if there's no charged tickets for your event. I made a CSCTEST event in your account to confirm, and I was able to activate the event without needing to connect a payment processor to it.
