How often should email marketing campaigns be cleared out of the "active" campaigns?

As often as you want, this is one of those situations where there's too many variables and personal preferences to really have a best practice. If you'd prefer to sort your campaigns into folders for better filing, then that functionality is available in the system. Otherwise, it'd just come down to how far back you want to be able to quickly reference previous content.
