How do I send out a reminder for an event only to those who have not registered?

Hello Gwen_DCF ,
This would be an example of a non-responder event email type. See this support article for step-by-step and visual guidance on creating and sending one of these emails.
Keep in mind that since this is targetting non-responders, it means that the email will only send to contacts that have already been sent an invite email, and did not either register or decline.
