Flyout Form with button as trigger rather than timer?

I'd like to use a flyout form for signups, but I don't want the form to be triggered by a timer. I only want the form to display if a user is actually interested, by clicking a button. 

 

Is there a way to accomplish this with JavaScript?

This isn't something available in our system. You could try to work within your site's code and the provided universal code, but we'd have absolutely no ability to troubleshoot or provide further insight regarding that setup.
