Has Inserting Links for PDFs changed?

It seems that, overnight, I need to upload a document to CC to post its link, rather than linking to a copy of it on our web server. What gives? Why would CC want to store all my documents? Please don't fix what isn't broken! If I'm misunderstanding something, please advise.
