How to add title to links (in the HTML)

Our accessibility team has identified the need to add a title to links so that people using screen readers can hear something like "Link to the scholarship application website" instead of "https://rs6.net/aslkafsd908as089fasdf08s8f909asdf09as8f0asdf" Is there a way to add a title tag to a link, especially a linked image (usually an advertisement)? Nothing fancy, just an old-school link title in the code like this? Evacuation Crumbles Under Jumbo load Thanks!!
