In the end, it comes down to basic connectivity troubleshooting. This could go beyond their internet/data speeds, as there's several factors that can affect connectivity.
As an anecdote, I regularly encounter situations like this with my personal VPN when it's set to certain servers. Sometimes it's just a matter of temporarily turning off my VPN, or switching server locations to a more established IP.
For your users, it's possible that:
their systems aren't playing nice with the Cloudflare anti-bot tools we employ
they have something preventing necessary cookies
an ad/pop-up blocker, VPN, or browser extenstion on their end conflicts with the webpage's elements
