I don't see the create list option. I set up all the current lists, why can't I add a new one?

1. In the menu on the left, click Contacts, then Lists and segments.

2. Click Create list in the top right-hand corenr
   
   

   

   
   

3. Select the type of list you want to create and click the Continue button:
