International Components for Unicode locale formats

One of my Salesforce clients has CTCT21 Constant Contact installed that uses Salesforce API version 18. 

We have been notified that the ICU package cannot be installed because some of the Apex and Visualforce components use a backleveled API.

Is there a newer version of ConstantContact that will fix this problem?
