For some reason, many of my contacts have a City Field two or three different City fields. at least two different State fields. and it called it a diff I suspect that happened when I imported lists and it added them to a different field for some reason. Is there a way to consolidate everything into one City and one State field and to delete the other duplicate ones?

If the file or integration that brought in the contacts had those as separate fields, or a previous owner (if applicable) had contacts with multiple physical addresses, then that would indicate the why for their existence.
To start cleaning up:
Export all of your contacts with their address field(s) included.
Use your preferred spreadsheet program to merge the data of those three fields.
Then re-import your contacts with their updated address fields.
Once you've gotten your contacts updated, it would be best to delete any custom fields related to addresses that you don't need.
