If you don't want to use the actual email builder, then I'd suggest having a very short, simple email with your branding (logo, colors, etc.). Then link to your actual newsletter PDF. There is a create option to auto-generate an email that will link to the the PDF provided and display the first page as a preview within the email.
Keep in mind that individual links in PDFs can't be rewritten for metrics tracking. If you need tracking for any links that would show in your PDF, then I'd advise creating your full newsletter in the email builder.
