It looks like this is an RSVP block issue our devs have seen pop up a few times recently, and are still collecting info regarding. I've submitted your case to their queue for further investigation. If and when they have an update regarding the issue, they'll notify you directly. At this time they don't have an ETA on any hard fixes.

In the meantime, the individual link reporting for the email will be the best workaround to get your accurate numbers, and look at who clicked which link and when. If a link is clicked, it will appear in the report, and show in the order it was in the email.
