Segments -- does it ever work?

I am trying to use segments. But it doesn't seem to work. I've narrowed it to a specific test: I have 1 list called Test List I create a segment "on list" "Test List" The segment should be just a copy of Test List.....but it's not. I know there was a problem with segmentation last fall. Is it still broken?
