Depending on the Partner setup, if they created the template, they'll be able to copy the template into other accounts under their partnership. Otherwise, I'd recommend reaching out to the Partner-specialized team, by calling our general phone support and requesting a transfer. They'll have better insight on getting the template shared to the other accounts under the partnership.
