In other email marketing platforms, you can send an email to a list, minus a segment. This makes it easy to simply update a segment so that recipients who have already been closed do not get the campaign emails. Can Constant contact do something similar?

Segments can be set up to include all contacts on one list, but exclude contacts that are on another list. By this metric, you can exclude contacts in a segment by adding those segmented contacts to a list on their own, then setting up a separate segment to exclude them. Segments don't have criteria to exclude other segments, so adding segmented contacts to a list, then running a separate segment is the only way to go about this.
For the full rundown:
Create the segment of contacts you want to exclude.
Add those segmented contacts to a list, and create a new list. Name it something obvious like "exclude segment."
Create another segment. Set criteria for list membership for contacts that are in the list you want to target, and set another list member criteria for not in the "exclude segment" list.
Give this segment an obvious name as well, like "List A - exclude segment."
After the new segment is done calculating, confirm there's no errors, then send your email to that "List A - exclude segment" segmentation.
