I added an emoji to an SMS message, the message count jumped from 1 to 5?? Suffice to say that I went with the old-fashioned punctuation emoji.
Is that by design? Or is that a bug?

Hey BrianJ557, this is by design. Behind the scenes, an emoji takes up more space than a regular letter or number does, so they'll consume more of your available characters. It has to do with how the messages are encoded when there's an emoji present.
