How can I tag contacts that did not open an email so that I can send them a revised campaign?

If you're looking to send a revision, you can send to a segment with the criteria of not opening a specific campaign, or you can just make a list from the email's did-not-open report and send to that. If you absolutely want to tag them, then the list option will make it easier to select-all and then add tags to them.
