Yes, you're welcome to rearrange blocks and an email template's layout. If you're needing a basic, pre-built structure we have a wide variety of different themed templates available on the selection screen. Otherwise you can also go with a super basic or blank layout to add blocks 100% from scratch (easily searchable via keywords "basic" or "blank").
