If you're unable to call into Billing, we can get a ticket submitted for you with some additional details on what your request is about. If it's a general Billing question or request we can typically address it here in Community. If it's regarding anything that involves account security checks (e.g. payment information, specific charge inquiries, etc.), then you can send an email to social_support(at)constantcontact(dot)com .
