Creating a "giving tree"

I need someone skilled at creating interactive graphics for the nonprofit that I consult for. (I hope I can explain this well!)

The idea comes from another nonprofit: every holiday season, they have what they call a "Giving Tree," which is a graphic of a winter evergreen tree with animals. Along the side is a list of items to "decorate" the tree: ornaments, packages, stars, etc., and each one has a dollar value. For instance, the star may represent a donation of $50, and the package may represent a donation of $10. Donors can click on the gift of their choice, and drag it to the tree to decorate it. Then a box pops up where the donor enters their name, address, etc., and the name of the person or animal they want to either memorialize or honor with the gift. Then they're taken to the payment portal to enter their credit card information. On the tree, if someone hovers over the specific gift, they'll see the name of the memorial...for instance, "In memory of Molly," or "In appreciation of Susie Smith."

I'm pretty sure I could provide you with the actual animated graphic if this is a project you'd be interested in doing. I'm attaching one idea for what the graphic could look like.
