I was wondering if, via the API, is it possible to schedule emails to be sent to different groups of contacts base on external factors? 

Meaning, could I tell the system via the API "today you are sending these 3 emails to these 100 contacts", etc.?

It is definitely possible to schedule multiple email campaigns to multiple contact lists or segments via API. Below I’m including documentation for our V3 API’s POST (Create) an Email Campaign Activity Schedule request.
